Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering and terrorist financing, and the other standard exclusion grounds set out in the ESPD. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds
The bidder's total annual turnover from all business activities over the last three financial years must be at least EUR 400,000 per year. The machine-readable notice did not include precise other selection, suitability or compliance requirements; these must be checked in the tender documents. Under the compliance requirements, the bidder must confirm that the bid complies with the tender documents, that conditional bids are not allowed, and that equivalence evidence must be provided where necessary. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must provide a description of its retail chain, including store locations, online ordering options and the name of the account manager. The bidder must also describe the ID-card-based customer card system or another solution for identifying the purchaser. For the shopping basket, the bidder must submit the unit price and total price for each item; the prices must be real retail prices at the bidder's sales outlet. If an item is unavailable, the bidder must provide the price of an equivalent product together with the product code. The submitted prices must remain valid for the contracting authority for at least 12 months from the deadline for submitting tenders. In addition, discount percentages must be submitted by product group.
