Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including criminal organisation, corruption, fraud, terrorist offences, money laundering and terrorism financing, and other standard exclusion grounds in the ESPD. The bidder may also need to confirm self-cleaning measures if an exclusion ground applies. The machine-readable notice did not include the full precise wording for all exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s total net turnover for the last completed financial year before the start of the last 3 procurement procedures must be at least EUR 200,000. The bidder must provide data on the net turnover for the last three completed financial years, and the contracting authority may request annual accounts or extracts if they are not publicly available.
The electrical operations manager must meet at least competence class B or the qualification of Electrical Engineer, level 6, or an equivalent or higher qualification. The bidder must provide the specialist’s first and last name, personal identification code, certificate number, or a copy of the document proving competence.
Site inspection is a prerequisite for submitting a bid. If the bidder has not visited the site in person before the deadline for submission and confirmed the visit by signature, the bid will be rejected. To arrange the visit, the bidder must register at least three working days before the visit date and bring an identity document. Registration must include the company name and the name(s) of the participant(s), and a registration sheet must be signed during the visit.
The bidder must confirm that the bid complies with the tender documents, that the bid is unconditional, and that the bid price will be completed in the required structure. The compliance conditions also require a power of attorney for joint bidding, if applicable, and the price table in accordance with the annex.
