Compliance requirements

The bidder and its management body members must not have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud or any other exclusion grounds listed in the tender documents. If such a ground exists, the bidder may in some cases submit evidence of self-cleaning measures to restore reliability. The tender documents also contain other standard exclusion grounds, but the machine-readable notice did not set out all precise details; these must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must show an average specific annual turnover in the contract area of at least EUR 90,000 over the last 3 financial years, excluding VAT. The bidder must have completed at least 1 similar contract during the 36 months before the start of the procurement, with a value of at least EUR 40,000 excluding VAT. Similar contracts are mechanical engineering contracts that included both design and manufacturing. The bidder must provide the contract description, value, period, contracting authority details and, if needed, additional evidence. The bid must include the price table on the contracting authority’s form and a description of the bid and the team. The team details must also be provided on the form “FORM – data about the project manager.docx”. The bid team must be led by a project manager who, during the 60 months before the start of the procurement, has experience managing at least one project similar in scope and content to the contract object. This experience must relate to a mechanical engineering design and manufacturing contract worth at least EUR 40,000 excluding VAT, and the person must have personally managed that project. The bidder must use the team members named in the bid when performing the contract. The technical solution description must include a description of the technical solution, a 3D concept and an initial schedule with weekly precision. Copying the contracting authority’s technical specification as the bid description is not allowed.
