The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other offences listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that subcontractors and suppliers representing more than 10% of contract performance are not citizens, residents or companies established in the Russian Federation, and are not entities owned or controlled by them or acting on their instructions.

The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. The ESPD indicates that the bidder must provide declarations and, where necessary, evidence regarding the absence of exclusion grounds and complete the forms required in the tender documents. The compliance conditions require confirmation that the bid complies with the procurement documents, submission of the bid form, and, where relevant, explanation of equivalence together with supporting evidence.
