Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show an annual turnover of at least EUR 500,000 for each of the last three completed financial years. The bidder must provide the figures in the ESPD.
The bidder must have performed, within the 36 months before the start of the procurement, at least one catering contract covering at least 12 months of school lunch service for at least 300 pupils or school staff. A list of completed contracts must be submitted with the contract partner’s details, a description of the contract subject, the number of persons catered for, the contract dates and the contract period. If it is a public contract, the reference number may be added. If the contract was performed partly before or after the reference period, only the part completed and handed over during the reference period counts.
The bidder must also submit sample school lunch menus: a 4-week standard menu with meat or fish and a 4-week fully plant-based menu for upper secondary level. The menus must include the correct names and quantities of all dishes offered and must comply with the technical specification.
A form on the use of organic raw materials, annex 3, must also be submitted if required by the tender documents. The machine-readable notice did not include precise compliance requirements; they must be checked in the tender documents.
