Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last 5 years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, and terrorist offences or offences linked to terrorist activity. The bidder must also confirm that it does not use a subcontractor who would have to be replaced under the Public Procurement Act. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning, where allowed. The machine-readable notice did not include any more precise exclusion details; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have a key person who organises construction, installation and commissioning works. The key person must hold at least a Level 6 construction manager qualification with specialisation in general construction, or an equivalent qualification. If the bidder relies on the experience of another person, a tender document for that person must also be submitted. For the lots covered by this requirement, the bidder must have completed at least 2 previous projects involving the construction of playgrounds or recreation areas within the 60 months before the start of the procurement. The machine-readable notice did not include any more precise qualification requirements; these must be checked in the tender documents.
