Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as corruption, fraud and other criminal convictions for the bidder or its management/representation bodies. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning measures where allowed. The exact full list and any detailed confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. For the Estonian commercial register, the contracting authority checks this itself.
Financial requirement: the bidder’s minimum annual net turnover for the construction of water supply and sewerage facilities in the last completed financial year within the last three years before submission of the tender must be at least EUR 750,000 per year. The bidder must provide turnover data and, if requested, evidence.
Technical requirement: within the last 60 months, the bidder must have carried out and completed at least one project for the construction of a water treatment plant or booster pumping station with 2 x 100 m3 concrete tanks. The bidder must submit a short description of the contracts, the performance period, the client representative’s contact details and, in the case of public procurement, the reference numbers. Upon request by the contracting authority, evidence of proper performance of the similar works must be provided.
If the bidder relies on the capacities of other entities, the other entity’s ESPD must also be submitted, and those entities must not have exclusion grounds that would prevent their use.
