Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and other standard exclusion grounds from the tender documents. If any exclusion ground applies, the bidder may be asked to explain self-cleaning measures. The exact list and any detailed conditions must be checked in the official tender documents.
Qualification criteria and exclusion grounds
Within the 36 months preceding the start of the procurement, the bidder must have completed at least 2 catering service contracts, each worth at least EUR 30,000 excluding VAT. If a contract is still ongoing, the required volume must already have been completed and accepted by the client. To prove experience, the bidder must provide the contract values, signing dates and information about the other contracting parties. The contracting authority may contact the contract partner to verify the bidder’s experience. The bid must comply with all conditions set out in the tender documents, and conditional bids are not allowed. The bid must also include a price list for additional services and a price offer for staff lunch in the required structure.
