Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions or findings related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the ESPD/tender documents. The machine-readable notice does not give the full wording of all exclusion grounds, so they must be checked in the official tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 catering service contracts during the 36 months before the start of the procurement, each worth at least EUR 30,000 excluding VAT. If a contract is still being performed, the required value must already have been delivered and accepted by the client. To prove experience, the bidder must provide a description of the contracts, their value, signing dates, the other contracting parties and, in the case of public contracts, the reference numbers. The contracting authority may contact the contract partner to verify the bidder’s experience. The bidder must also confirm that the bid complies with the tender documents, that the bid price is submitted in the required structure, and that a joint bid includes the joint bidders’ power of attorney. In addition, the bidder must submit the price list for additional services, the staff lunch price offer, confirm site inspection, and comply with the requirements concerning environmentally friendly products and fair-trade tropical fruit supply requirements.
