Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of trafficking in human beings, and other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have performed at least 2 catering service contracts during the 36 months before the start of the procurement, each worth at least EUR 30,000 excluding VAT. Ongoing contracts may also be counted if the required volume has already been delivered. Experience must be proven in the ESPD with the contract values, dates and the other contracting parties. The contracting authority may contact the contract partner to verify the bidder’s experience. A site visit to the place of performance is a prerequisite for submitting a bid. The compliance requirements and required forms must also be checked in the tender documents. The machine-readable notice did not include all precise requirements, so the official tender documents must be checked for details about compliance and supporting documents required for the bid submission process. The bidder must also confirm that the bid complies with the tender documents and that the price structure is submitted in the required format.
