Compliance requirements

The bidder must confirm that none of the exclusion grounds under the Public Procurement Act apply, including bankruptcy or liquidation, suspension of business, and tax, fee or social security contribution debts. The bidder must also confirm that its average employee salary during the reference period was above 70% of the average salary in the relevant field, and provide a Tax and Customs Board extract or an equivalent certificate for foreign bidders. In addition, the bidder must confirm that it is not a related person to the technical consultant advising the apartment building reconstruction. Qualification criteria and exclusion grounds

The bidder must be registered for construction activities covering general building works, indoor climate systems, and building-related water supply or sewerage systems. For electrical works, the bidder must also be registered for electrical works covering the construction, including installation, of electrical installations. A foreign bidder may provide an equivalent proof instead of the registration. The bidder’s net turnover for the financial year preceding the start of the procurement procedure must be at least equal to twice the expected contract value excluding VAT. In addition, the bidder must be able to provide, by the contract date or within 10 calendar days after signature, a performance security worth 5% of the contract value, or deposit the corresponding amount in the beneficiary’s or a notary’s account. The security must remain valid throughout the construction period. The bidder must prove at least one equivalent construction project completed within the last 60 months. The project must have been the construction, extension or full-building reconstruction of a building as the main contractor and must have included at least the construction or reconstruction of the load-bearing structure and external envelope, the construction or reconstruction of a heat-recovery mechanical ventilation system, and the construction or reconstruction of a new heating system. The bidder must provide the project name, building details, execution period and value, and explain the scope of the work. The team must include an architect with at least level 7 authorised architect qualification, responsible for the design’s compliance with the New European Bauhaus requirements. There must also be a project manager with at least level 6 construction engineer qualification specialising in building construction, or level 6 construction manager qualification specialising in general building works. The site manager must have at least level 5 construction foreman qualification specialising in general construction works. The ventilation and heating systems specialist must have at least level 6 heating, ventilation and cooling engineer qualification, or level 6 construction manager qualification specialising in indoor climate systems. A water supply and sewerage systems specialist is also required, but the exact professional qualification was not fully visible in the machine-readable notice and must be checked in the tender documents. For each required person, the bidder must provide the name and certificate number. A foreign bidder may use equivalent proof of competence.
