Compliance requirements
The machine-readable notice includes standard exclusion grounds. A bidder must confirm that neither the company nor its management, supervisory or representative persons have been finally convicted in the last five years for criminal organisation participation, corruption, fraud and other listed serious offences. If an exclusion ground applies, the bidder may need to show self-cleaning measures, and the official tender documents should be checked for the exact scope and any rehabilitation rules.
Qualification criteria and exclusion grounds
The participant must submit, together with the competition entry, the author card Form 1, the participation application Form 2, and, where applicable for joint participation, the Form 3 power of attorney and confirmation of joint and several liability. If the signatory is not a registered representative, a Form 4 power of attorney must be provided. The concept author, or at least one member of the author team, must hold a Level 7 or higher certified interior architect qualification and a heritage protection operating licence; copies of the relevant certificates must be submitted. The participant must also submit Form 5 confirming that the total design fee, including site supervision during construction, is EUR 23,940 plus VAT.
