Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption and fraud. The bidder may be asked to confirm whether any exclusion ground applies, to provide the conviction date, reason, the person concerned, the exclusion period, and any self-cleaning measures. If the bidder has taken remedial measures, they must be described. The notice also refers to electronic evidence where available. The exact list continues in the tender documents and must be checked there.
Qualification criteria and exclusion grounds
The bidder must provide evidence that it is entitled to licence the products covered by the contract and to provide maintenance for them; the bidder’s own statement is not sufficient. The bidder must be an official Atlassian partner or, if partner status cannot be found online, provide a manufacturer confirmation. The bid must be submitted using the price form in Annex 3, and conditional bids are not allowed. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with the tender documents and that, where relevant, equivalence has been explained and supporting evidence attached. In addition, the bidder must confirm that subcontractors and suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, or persons controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
