Compliance requirements
The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or the tender documents permit it. The machine-readable notice does not provide a complete list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the Register of Economic Activities for construction work and must have the right to carry out the relevant type of construction works. Net turnover for each of the last three financial years must be at least EUR 1,000,000; joint bidders may aggregate the figures. To prove experience, the bidder must have at least two properly completed public building construction contracts, each worth at least EUR 500,000 excluding VAT, completed within the last five years. The bid must comply with the tender documents, conditional bids are not allowed, equivalent solutions must be explained and supported by evidence where needed, and in the case of a joint bid a power of attorney from the joint bidders must be provided. The bid price must be submitted according to the required structure.
