Qualification criteria and exclusion grounds
The bidder must be registered as a continuing education institution in the Estonian Education Information System. The training programme must be submitted in the form required by the tender documents and must comply with point 1.2 of the technical specification. The trainer delivering the course must be a healthcare professional registered in the national register of healthcare professionals, must have completed first aid instructor training and hold the relevant certificate, and must have at least two years of practical experience in teaching first aid. The bid price must be submitted according to the structure set out in the worksheet titled "Award criteria and evaluated indicators". The bidder must confirm that the bid complies with all conditions in the tender documents, and conditional bids are not allowed. If the bidder marks information as a trade secret, it must be briefly described and justified; the bid price and other numerical indicators corresponding to award criteria may not be marked as trade secrets.
