Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour and other serious offences listed in the tender documents. If an exclusion ground exists, the bidder may need to provide details of the conviction, the date, the person concerned, the exclusion period and any self-cleaning measures. Qualification criteria and exclusion grounds
The bidder must meet the compliance requirements for the tender. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the person signing the bid does not have statutory representation rights, a power of attorney must be submitted. The bidder must confirm that the bid complies with the requirements in the tender documents and, where necessary, explain equivalence and attach proof of equivalence. The bidder must provide the descriptions and manufacturer information needed to verify product compliance. The bidder must also hold a Medicines Agency wholesale distribution licence in Estonia, and the offered medicines must either have a marketing authorisation or an import/use permit issued by the Medicines Agency.
