Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the ESPD. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list in a concise form, so the official tender documents must be checked for the exact wording and any additional grounds.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover during the three financial years preceding the launch of the procurement must be at least EUR 50,000. The period is 01/01/2023–31/12/2025.
During the 36 months preceding the launch of the procurement, the bidder must have served at least 2 business clients and provided each of them with travel services worth at least EUR 20,000 excluding VAT. This must include booking of airline tickets. The bidder must submit an overview of the relevant service contracts or service volumes, including the value, period, contracting authority name and contact details.
The bid must comply with the procurement documents, and conditional bids are not allowed. When submitting the bid, the bidder must confirm compliance with all requirements and include the sample order form.
By the time the contract is signed, an Estonian bidder must have the guarantee required under Section 15 of the Tourism Act. A bidder registered in another country must have an equivalent guarantee under the law of its country of establishment.
By the time the contract is signed, the bidder must hold a valid IATA accreditation or an equivalent accreditation.
In the case of a joint bid, the joint bidders must appoint an authorised representative and attach a power of attorney.
The bidder must also confirm compliance with the EU Council sanctions requirement: it must not involve subcontractors or suppliers exceeding 10% of the contract value, and it must not rely, for meeting the selection requirements, on persons or undertakings linked to the Russian Federation in the manner described in the regulation.
