Qualification criteria and exclusion grounds

The bidder must ensure regular and compliant delivery of naloxone to at least 20 community or hospital pharmacies across Estonia. The delivery pharmacy must be within a 10 km radius of the service location. If the contracting authority changes the list of service providers, the bidder must be able to update the list of delivery pharmacies accordingly. The offered medicine must have a valid marketing authorisation in Estonia or at least in one EEA Member State, provided it may be lawfully marketed in Estonia and meets Estonian marketing requirements, including packaging and package leaflet requirements. The bidder must provide the marketing authorisation number and, if needed, a copy of the authorisation. The bidder must hold a wholesale distribution licence for medicinal products in Estonia.
