Compliance requirements

The tender documents include standard exclusion grounds, including criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking. The bidder must confirm the absence of these grounds and, where applicable, provide self-cleaning information and supporting evidence. Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last 3 completed financial years must be at least EUR 300,000. Information on turnover for the last three completed financial years must be provided. As regards construction experience, the bidder must have carried out at least 1 building construction or reconstruction project within the last 60 months, completed within the required period. For Lot 1, 1 to 2 persons must participate in direct performance: an electrical works manager with at least a Class B competence certificate for managing electrical works or an electrical engineer professional qualification at level 6 or higher, and an electrical designer with at least a Class B competence certificate for electrical design or an electrical engineer professional qualification at level 6 or higher. These persons must have sufficient Estonian language skills to perform their duties; if this requirement is not met, the bidder must provide a confirmation that interpretation will be arranged at its own expense. The bid must also confirm the participation of the required person(s) with the necessary qualifications and/or experience, and before contract signature their details and competence documents must be submitted. In addition, a power of attorney must be provided if the signatory is not the legal representative, and in the case of a joint bid, a joint bidders’ power of attorney and a statement of joint and several liability are required.
