Compliance requirements
The tender documents include standard exclusion grounds. The bidder must confirm that neither the company nor its managers, legal representatives or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or that any exclusion period has already ended. If an exclusion ground exists, the bidder may need to show self-cleaning measures, and the notice says this evidence should be provided with the bid in an open procedure. The machine-readable notice does not give any more precise exclusion requirements, so they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register for the activity area "pressure equipment work" and must hold a licence for the sale or manufacture of medicinal products. During the last three years before the bid deadline, the bidder must have properly performed at least three contracts covering the sale of medical gases and maintenance of gas equipment, with each contract worth at least EUR 30,000. The bidder must employ at least two maintenance specialists or technicians who speak Estonian at least at B2 level and who have received manufacturer training for servicing and repairing the offered equipment. The certificates must show when the training took place, and the training must have been completed within the last five years. The bid must include the form 1 participation application and the form 2 price breakdown table. If the bid is a joint bid, a joint bidders' power of attorney must be included. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
