Compliance requirements
The machine-readable notice includes mandatory exclusion grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other similar grounds. If an exclusion ground applies, the bidder may need to confirm whether it has taken self-cleaning measures. The exact list and any detailed conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 similar service contract within the last 36 months and provide details of it: description of the work, value, dates and the other contracting parties. The service provider or its management must have the required staff competencies: the technician must have Estonian language skills at least at B1 level, the specialist at least at C1 level, and the project manager at least at C1 level. The specialist and the project manager must have completed manufacturer training and hold proof of it. When submitting the bid, Form 1 must be completed, a joint-bid power of attorney must be attached if applicable, and Appendix 2, the price breakdown table, must be submitted. The bid price must be entered according to the required structure. The machine-readable notice did not include any more precise compliance or qualification requirements; the rest must be checked in the tender documents.
