Compliance requirements
The machine-readable notice includes standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption and fraud. The bidder or its management, supervisory or representative persons must not have a final conviction for these offences within the last five years, unless the exclusion period has already expired. Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment, and the contracting authority may require proof of registration. To demonstrate technical and professional capacity, the bidder must have at least one properly performed service contract completed within the 84 months before the start of the procurement, covering spatial planning, design or development of mobility and infrastructure solutions for a similar mobility hub or transport node. The required reference contract must have a value of at least EUR 30,000 excluding VAT. The bid must include the contract value, dates of conclusion and performance, information about the other contracting parties, the spatial size of the contract subject and, in the case of a public procurement, the reference numbers. The bid must be submitted in the required structure, include proof of bid security in the amount of EUR 500, and comply with the tender documents; if an equivalent solution is offered, supporting evidence must be provided.
