Compliance requirements

The bidder must confirm the standard exclusion grounds, especially that neither the company nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the company, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the tender documents. Qualification criteria and exclusion grounds

The bidder’s total annual turnover for the last 3 financial years must have been at least EUR 250,000 in each year. If the financial year is the calendar year, the relevant years are 2023, 2024 and 2025. In addition, the bidder must have a valid professional liability insurance policy or confirm that it will conclude such a policy before the contract is signed; the insurance cover must be at least EUR 100,000 per insured event. To prove technical capability, the bidder must have sold at least 300 beds or daybeds during the 36 months preceding the start of the procurement and must submit a list of the relevant sales contracts or transactions with quantities, periods and customer details. The bid must include the completed form “Technical data”, the product data sheet or other documents proving compliance, and evidence that the materials used comply with OEKO-TEX 100 or an equivalent standard. A site visit is mandatory before submission and the corresponding form must be attached. The bid must be submitted by a person with representation authority or accompanied by a power of attorney; in a joint bid, the joint bidders’ power of attorney and confirmation must be included. If the bidder relies on the resources of another company, the relevant power of attorney and confirmation of joint liability must be provided.
