Compliance requirements
The bidder must confirm the standard exclusion grounds, especially that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to explain any self-cleaning measures and provide supporting evidence. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be able to use 3 full-stack senior developers, 3 system analysts and 1 automated tester for contract performance. A CV in the prescribed format must later be submitted for each role; the successful bidder submits the team members’ details within 5 working days after signing the contract. The required experience must already have been obtained by the time the bid is submitted, and the contracting authority may request clarifications and evidence. If any required experience or competence is not sufficiently demonstrated in the CV, the bid may be found non-compliant. The bid must comply with the tender documents and, where relevant, equivalence must be demonstrated. The successful bidder must also provide the data needed for contract signature, including the company address, the signatory’s name and basis of authority, the signatory’s job title, the contact person’s details and the bank account number. In addition, within 5 working days after signature, the bidder must provide for each subcontractor the name, registration code, contact details, details of legal representatives, and the subcontract name, date, number and amount. The machine-readable notice did not include all precise qualification details; they must be checked in the tender documents.
