Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking, and no tax payment breaches. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds and any self-cleaning details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover must have been at least EUR 60,000 per year in each of the last two financial years. The bidder must have at least two completed contracts similar to the subject of the tender within the last three years. For those similar contracts, the bidder must provide a description, total amount, period, client details and, where applicable, electronically available evidence. The bid must be submitted in the structure required by the tender documents, and the bidder must confirm that the bid complies with all conditions in the procurement documents. In the case of a joint bid, a authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
