Compliance requirements
The tenderer will be excluded if any exclusion ground under Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a tenderer if a previous public contract, utilities contract or concession contract was terminated early, or damages or comparable sanctions were imposed because of a serious or repeated breach of an essential contract term.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three financial years ended by the start of the procurement must be at least EUR 100,000 per year. The team must include a project manager who will personally take part in performing the contract; the project manager must have either a Level 7 certified water supply and sewerage engineer qualification with specialisation in external water supply and sewerage and competence in managing construction activities, or a Level 7 certified civil engineer qualification with competence in managing construction activities. The bidder must have properly performed, within the 60 months before the start of the procurement, a contract for the construction or reconstruction of a compact wastewater or stormwater pumping station. The bid must be submitted on the required price form in euros excluding VAT, accurate to two decimal places, and all fields must be completed. If the bidder relies on the resources of another company, the relevant consent must be submitted. The bid must comply with the requirements in the tender documents, and where necessary equivalent solutions must be explained and supporting evidence provided. Before submitting a bid, the bidder must inspect the contract performance location at Paljassaare põik 14, Tallinn.
