Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor any person authorised to represent, decide for or control the company, has been finally convicted within the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or that any exclusion period has already expired. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity and provide the information required in the ESPD.
- The net turnover for the last completed financial year must be at least EUR 202,000. Joint bidders may aggregate turnover.
- If the bidder relies on the resources of another company, the bidder must also provide that company’s details and, upon the contracting authority’s request, the relevant accounts or other evidence. The other company is jointly and severally liable for the performance of the part of the contract for which its resources are relied upon.
- To prove technical and professional capacity, the bidder must have performed at least two sales contracts for LED outdoor luminaires within the 36 months preceding the start of the procurement. For each contract, the bidder must provide information on the value, dates, the other contracting party and the quantity of LED outdoor luminaires purchased.
- If the bidder relies on another company’s experience, the bidder must also provide that company’s details and, upon request, its consent and confirmation of direct participation in contract performance.
- The bid must comply with the technical description, including the luminaire technical parameters, lighting calculations and required forms. The bidder must submit the completed tables, Dialux EVO lighting calculation files, eulumdata files and, where required, goniometric reports, certificates, test reports, photos, technical descriptions, manufacturer confirmations and maintenance and installation instructions.
- The bidder must confirm that the bid complies with the procurement documents and that equivalence has been explained where necessary and supporting evidence has been attached.
- In the case of a joint bid, separate ESPDs must be submitted for all joint bidders, together with a power of attorney for the authorised representative.
- The bidder must provide the names and personal identification codes of authorised persons, or confirm that no such persons exist, if they are not visible in the business register.
