Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must show total annual turnover for the last completed financial year of at least EUR 75,000. Professional liability insurance must have a coverage amount of at least EUR 50,000, and the bidder must submit a copy of the insurance policy or a confirmation from the insurer that the policy will be concluded before the contract is signed if the bidder is successful.
The bidder must have at least one similar cleaning services contract performed within the last 36 months. A list of at least one such contract must be submitted together with the contract value, signing dates and contact details of the other contracting party. A similar contract means services matching the characteristics and volume defined in the technical description of the tender.
The person responsible for the site must hold a professional certificate at least at one of the following levels: property manager level 4, property manager level 5, property maintenance master level 5 with specialisation in technical maintenance and maintenance works for building and plot structures, property maintenance master level 5, or cleaning services manager level 5, or an equivalent certificate. The bidder must provide the person’s name and certificate number; if the certificate was issued outside Estonia, it must be attached to the tender.
The tender must comply with the tender documents, conditional tenders are not allowed, and the bidder must confirm that the tender price is submitted in the required structure. The required Appendix 1-1 form with a detailed description of the services must also be completed.
