Qualification criteria and exclusion grounds
Within the 36 months before the start of the procurement, the bidder must have completed at least 2 service contracts or orders similar to the subject matter of the tender. Similar services are defined as the restoration, cleaning or construction of water bodies, including small water bodies. A list of those contracts or orders must be submitted with information sufficient for the contracting authority to verify performance; additional explanations or evidence may be requested if needed. If the bidder relies on the resources of another undertaking or a joint bidder, the details of that entity and, where necessary, its consent must also be provided. In addition, the bidder must have a tracked excavator with a grading bucket and a track width of at least 800 mm for restoring small water bodies, or an agreement to acquire or use such equipment by the time the contract is performed. If the equipment is not currently available, the bidder must describe how it will be secured by contract performance time. The compliance conditions also require confirmation that the tender complies with the tender documents, that the tender price is submitted in the required structure, that a power of attorney is attached in the case of a joint tender, and that business secrets are identified and justified correctly.
