Compliance requirements

The machine-readable notice includes mandatory exclusion grounds for final convictions related to participation in a criminal organisation, corruption, fraud and terrorist offences. If such a ground exists, the bidder may be allowed to show self-cleaning measures and restore reliability, where the procurement rules allow it. The notice also requires the bidder to confirm that it does not use subcontractors or suppliers covered by the EU Russia sanctions restriction for more than 10% of the contract value, and that the offered goods are not subject to international sanctions or originating from sanctioned areas.

Qualification criteria and exclusion grounds

The bidder’s total turnover from all business activities in the last three completed financial years must be at least EUR 150,000. The confirmations and data must be submitted in the ESPD. The bidder must have performed at least 2 contracts similar to the subject of the tender during the last 60 months. A similar contract means a design-and-build contract for ground-source heating systems for buildings of at least 300 m2. A list of contracts must be submitted together with technical data, contract dates and the contact details of the other contracting party. The technical bid must comply with the technical specification and be detailed enough to allow verification of compliance. The bid must be submitted in the structure required by the procurement documents, and conditional bids are not allowed. If equivalent solutions are used, equivalence must be explained and supporting evidence must be attached.
