Design of the reconstruction of water and sewer pipelines and the stormwater pipeline on Tehnika Street (Toompuiestee - Suve Street)

The contracting authority will exclude a bidder from the procurement procedure if a ground for exclusion exists under Section 95(1) and Section 95(4)(8) of the Public Procurement Act. The machine-readable notice did not include any more detailed exclusion grounds; they must be checked in the tender documents.

The bidder must provide the responsible specialists to be involved in performing the contract and their professional qualifications. At least two roles are required: a designer of water and sewer pipelines, who must be a level 8 authorised water supply and sewerage engineer with specialisation in external water supply and sewerage, and a structural engineer, who must be a level 7 certified civil engineer with experience in designing wells and chambers. If the qualification was obtained in another country, a certificate from the competent authority confirming recognition must be submitted. The bidder must also provide details of the responsible specialists and comply with the bid price submission requirements and, where applicable, attach the joint bidders’ power of attorney.
