Compliance requirements
The notice includes the standard exclusion grounds from the ESPD: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. The bidder or its managers, directors, supervisory board members, procurists or other authorised representatives must not have a final conviction for these offences within the last five years, unless the exclusion period stated in the judgment has already expired. If an exclusion ground exists, the bidder may submit evidence of self-cleaning, where allowed by law or by the tender documents. The machine-readable notice did not include any more specific exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. A prerequisite for submitting a bid is an inspection of the work site at Laste 3, Jüri, Rae Parish, Harju County; the visit must be arranged in advance with the head of administration of Jüri School and attendance must be registered on site. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid must comply with the tender documents, be unconditional, and, where necessary, the bidder must provide evidence of equivalence.
