Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm that neither the bidder nor the persons acting on its behalf have been convicted of the listed offences, including participation in a criminal organisation, corruption, fraud, terrorist offences and other grounds set out in the documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The bidder must also identify persons who represent or control the company and are not visible in the business register or another relevant register, or confirm that such persons do not exist. The bidder must confirm that its place of establishment is not in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

The bidder must provide the responsible person’s details. The responsible person must hold a valid professional qualification: mobility engineer or equivalent at EKR level 7 (or EQF level 7), or road engineer or equivalent at EKR level 7 (or EQF level 7). The responsible person must have at least two years? No, the notice states at least two similar road-related studies connected with pavement structures completed within the last five years. The requirement is met if the person participated as project manager, expert responsible for preparing the analysis, study performer, or a member of the study team. The bidder must also provide details of the measuring equipment to be used and, before contract signature, evidence that the equipment is calibrated and has passed international comparative measurements. If requested by the contracting authority, the bidder must submit documents proving the responsible person’s professional qualification. The bid must comply with the tender documents and the bidder must confirm that it can provide the services in line with the technical description.
