Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents set out mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its managers, representatives or supervisory body members have been finally convicted in the last five years for criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, or other listed exclusion grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The exact list and any proof requirements must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 300,000. Joint bidders may combine their turnover. To prove compliance, the contracting authority may request an extract from the latest annual report or other evidence; separate proof may not be needed if the data are publicly available in the Estonian commercial register. For technical and professional capacity, the bidder must submit a list of road construction contracts for publicly used roads completed within the last 60 months, and the contracting authority may request a confirmation from the client that the works were carried out properly. The exact experience requirements and any additional evidence must be checked in the tender documents.
