Compliance requirements

The contracting authority will exclude a bidder if any of the exclusion grounds listed in § 95(1) items 1–5 of the Public Procurement Act apply. The bidder must confirm in the procurement register that none of those grounds exist. A foreign bidder must also provide evidence from its home country: a criminal record extract or an equivalent document from a court or administrative authority for the grounds in § 95(1) items 1–3, and a certificate from the competent authority for the ground in § 95(1) item 4. Qualification criteria and exclusion grounds

The bidder must have completed at least 1 sales contract for explosive particle detection equipment or equivalent equipment within the 60 months before the start of the procurement, with a value of at least EUR 200,000 excluding VAT. The bidder must provide the contract details, contract value, date of signature and information about the other contracting party, including the client representative’s contact details. The bid must clearly state the name and model of the offered equipment and include public website addresses or other evidence that allows the contracting authority to verify compliance with the technical specification. The bidder must confirm that the bid complies with the procurement documents, that no conditional bid has been submitted, that the bid price has been entered in the required structure, and that all required documents and data have been submitted. If the equipment has manufacturer-required test or calibration items, they are treated as part of the offer at no extra cost. The equipment must be manufactured in the year of delivery, 2026. If the bid is a joint bid, a joint power of attorney must be attached.
