Compliance requirements
The tender documents include mandatory exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and human trafficking, and other grounds listed in the procurement documents. If an exclusion ground applies, the bidder may be allowed to prove self-cleaning measures where the law or tender documents permit it. Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the official tender documents. As compliance conditions, however, a joint tender must include a power of attorney for the joint bidders, the tender must be unconditional, the tender price must be submitted in the required structure, and the bidder must confirm that the offered goods comply with the tender documents and, where necessary, that equivalence has been demonstrated. The technical requirements form must also be completed for the offered equipment.
