Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm whether any of these grounds apply and, if necessary, provide details of the conviction, the date, the person concerned, the exclusion period and any self-cleaning measures. If the bidder has taken measures to restore reliability, those measures may be described. The exact full list of exclusion grounds should be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. For bid compliance, the bidder must submit one sample in original packaging before the bid deadline to Ravi tn 18, H building, Tallinn. The package must show the procurement name, reference number 309802 and the bidder’s name. The bidder must also provide product technical descriptions or the manufacturer’s technical documentation, documents confirming CE compliance for each product, and complete Annex 1, the technical specification bid form. If the bid is submitted as a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also confirm that the bid complies with the tender documents and that any equivalence has been properly demonstrated and evidenced.
