Compliance requirements
The tender documents include the standard mandatory exclusion grounds. The bidder must confirm that neither the company nor its managers or authorised representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, or other listed exclusion grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one construction or reconstruction contract in a natural watercourse and its riparian area within the last 60 months. The work must have resulted in the construction or reconstruction of a dam, artificial rapid, bridge, dam structure or fish pass. The bidder must provide a short contract description, contract signature and performance dates, the value excluding VAT, client details, and, if requested, additional explanations or client confirmations proving proper performance. A guided site visit is mandatory; if the bidder did not attend, the bid will be rejected. The bid must comply with all tender document requirements, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must also confirm compliance with equivalence requirements and confirm that it will not engage subcontractors or suppliers representing more than 10% of the contract value if they are Russian nationals, residents, or entities established in the Russian Federation, or persons controlled by them. In addition, the bidder must confirm that it will not use a subcontractor that would be subject to replacement under Section 122(7) of the Public Procurement Act.
