Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the procurement passport, including participation in a criminal organisation, corruption, fraud and terrorist offences. If any of these grounds applies to the company, its management or other authorised representatives, the bidder may need to provide explanations and evidence of self-cleaning where allowed. The exact list and any additional exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder or joint bidder must be registered in the commercial register of its country of establishment or an equivalent register. For travel services, the bidder or joint bidder must have served at least 3 business clients during the 36 months preceding the procurement procedure, for at least 12 consecutive months, providing each of them with travel services worth at least EUR 25,000 per year excluding VAT. A list of the relevant contracts must be submitted, including the contract title, period, value of the services, the contracting party’s name and contact details. The bidder must have a valid IATA or equivalent accreditation and must provide proof of it or a link to a public database. In addition, a service description, a price list and, where applicable, a joint-bidder power of attorney and the details of authorised persons or a confirmation that no such persons exist must be submitted.
