The bidder and its management body members must not have been finally convicted within the last 5 years of participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also requires confirmation of the other standard exclusion grounds stated in the machine-readable notice, and the exact details should be checked in the tender documents if needed.

The bidder must have completed at least 2 furniture and interior fit-out transactions worth more than EUR 50,000 each within the 36 months before publication of the contract notice, and the transactions must have included furniture and interior installation. A list of completed contracts must be submitted with the partner name and contact details, description of the contract subject, contract and performance dates, contract period and value; for public contracts, a reference number may be added. The compliance conditions also require the bidder to confirm that the bid complies with the tender documents, that equivalence has been explained where necessary and supporting evidence has been attached, and that the bid price is submitted in the required structure. If the bidder submits a joint bid, a joint-bid power of attorney must be attached. If the bidder marks information as a trade secret, it must be briefly justified. If subcontractors or suppliers are used, the bidder must confirm the sanctions restrictions and origin requirements and provide the required confirmations regarding the use of legally sourced wood in the furniture.
