Compliance requirements
The notice includes the standard mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud and other criminal conviction grounds. The bidder or its managers, legal representatives or supervisory body members must not have the relevant convictions within the last five years, unless the conviction has expired or the tender documents allow self-cleaning. The bidder must answer the exclusion questions, and where applicable provide dates, reasons, persons concerned, exclusion periods, self-cleaning information and electronic evidence details. The notice also refers to tax and social security payment confirmations and sanctions-related confirmations, including restrictions on Russian-linked subcontractors, suppliers and relied-on entities.
Qualification criteria and exclusion grounds
The bidder must submit the required participation application form and confirm compliance with the tender documents. For each lot, the bidder must provide a valid company statute or by-law copy. The contract performance team must include at least one youth-sector specialist who has either higher education in youth work or at least an equivalent youth work qualification at Estonian Qualifications Framework level 5, and at least 12 months of experience in the youth sector or in managing youth-sector projects before the start of the procurement. The specialist must submit a completed form and a copy of the education or qualification document. If the bidder wants points for the number of youth-sector specialists in the team, the same form and proof must be submitted for each person. The bidder must also submit the action plan, budget and estimated number of participation rounds form. If the bidder participates jointly, a power of attorney for the joint bidders’ representative is required.
