Compliance requirements
The bidder, its managers and persons with representation rights must not have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. If such a ground exists, the bidder may submit evidence of self-cleaning measures where allowed by the procurement. In the ESPD, the bidder must answer the yes/no questions and, where relevant, provide dates, reasons, persons concerned, the duration of exclusion, explanations and electronic evidence details.
Qualification criteria and exclusion grounds
The bidder or joint bidder must show an average net turnover of at least EUR 300,000 in road and street construction and reconstruction over the last 3 financial years. The bidder or joint bidder must also have at least 2 properly completed similar works contracts in the last 60 months, each involving the construction of a pedestrian and cycle path, carriageway or street with a length of at least about 500 m. Similar work means the construction or reconstruction of a pedestrian and cycle path, carriageway or street. The works must have been completed by the date of submission of the tender. The bidder must provide the turnover and reference contract details in the ESPD and may add client confirmation letters if the contracts cannot be verified in the eRHR system.
