Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other exclusion grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice does not include the full list in one place, so the official tender documents must be checked for the exact wording and any additional grounds.

Qualification criteria and exclusion grounds

The bidder must show technical and professional capability by proving at least 1 similar contract completed as main contractor during the 60 months before the start of the procurement. A similar contract means street lighting construction works with at least 20 lighting points. The works must have been accepted by the client within that period; the warranty period may still be running. The bidder must also have a quality management system for construction works that meets at least ISO 9001 or equivalent requirements, and must confirm this in the ESPD. If requested, the successful bidder must provide a certificate or equivalent documents; if the system is not certified, an internal quality management system description must be submitted. The notice also refers to compliance with the tender documents and, if the bidder relies on another company’s resources, that company’s consent and ESPD must be provided. Exact compliance and form requirements should be checked in the official tender documents.
