Compliance requirements
The tender documents include standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must confirm these grounds and, where applicable, may need to provide evidence of self-cleaning. The machine-readable notice did not include the full list in a complete form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three financial years ended by the start of the procurement must be at least EUR 200,000. The bidder must provide this information in the ESPD, and the contracting authority may request the last three annual accounts or extracts if the data are not available from a public database.
For technical and professional capacity, the bidder must have properly performed at least 3 construction contracts completed within the 60 months before the start of the procurement in similar buildings. Each contract must have had a closed net floor area of at least 1,000 m2. Similar works are works in buildings classified as 12630 educational and scientific buildings, 12200 office buildings, 12300 commercial and service buildings, and 12600 entertainment, educational, healthcare and other public buildings, where at least one of the following works was carried out: installation of a new central supply ventilation system with heat recovery, installation of a new central building automation system or reconstruction of an existing one, installation of a new electrical system or reconstruction of an existing one, and installation of a new low-voltage system or reconstruction of an existing one.
The bid must comply with the tender documents, and conditional bids are not allowed. The bid price must be submitted in the required structure. If the bidder relies on equivalence, it must explain this where necessary and provide evidence.
