Construction of water supply and sewer pipelines in Külitse, Kannistiku IV stage

The bidder or applicant will be excluded if the bidder, or a member of its management, administrative or supervisory body, a procurator, or another person authorised to represent or control the company, has been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, a terrorist offence or related incitement, aiding and abetting or attempt, money laundering, or terrorist financing. Exclusion also applies if such persons have been convicted for enabling work for an illegally staying foreign national or for violating the conditions for employing a foreign national in Estonia, including paying less than the statutory wage rate, or for illegal use of child labour or human trafficking. The bidder is also excluded if it has tax, duty or environmental charge arrears, or tax or social security contribution arrears under the law of its country of establishment. A bidder will also be excluded if concluding the contract would breach an international sanction or a Government of the Republic sanction under the International Sanctions Act. The notice also requires a confirmation that none of these grounds apply.

The bidder must prove financial standing in one of two ways: either it has at least EUR 100,000 in free funds available for contract performance, or its equity as at 31 March 2026 is at least 25% of the balance sheet total, but not less than EUR 100,000. In the first case, a bank statement confirming the available free funds must be submitted. In the second case, a free-form declaration together with a balance sheet signed by the bidder’s legal representative as at 31 March 2026 must be submitted. The bidder must have, within the previous 60 months, experience in constructing a gravity sewer and a water pipeline under an asphalt-covered street in a single trench over a minimum length of 150 metres. The outer diameter of the gravity pipe must be at least De 200 mm and the outer diameter of the water pipeline at least De 110 mm. Evidence of this experience must be provided. The bid must name the bidder’s authorised representative who can provide clarifications if needed, and the bidder’s responsible representative during contract performance, i.e. the contractor’s project manager. Contact details for the representatives must also be provided. By submitting the bid, the bidder confirms acceptance of all conditions set out in the tender documents. Conditional bids are not permitted. The price form must also be submitted.
