Compliance requirements

The bidder must confirm that neither the bidder nor its management, representation or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must have completed at least one service contract in the 36 months before the start of the procurement, with a value of at least EUR 100,000 including VAT, covering training for adults. For that contract, the bidder must provide the value, dates, other contracting parties, and where applicable contact details and the procurement reference number. The team must include a project manager with higher education, Estonian language skills at native level or at least C1, and at least 24 months of project management experience in organising training for adults during the last 48 months. A CV and proof of education must be submitted for the project manager, together with a C1 certificate if needed and proof of a name change if the name on the CV and the document do not match. The team must include at least one Russian-speaking, one Ukrainian-speaking and one English-speaking trainer. Each of them must have higher education in the humanities or social sciences, Estonian at least at B2 level, the relevant language at least at B2 level, at least 12 months of experience working with newly arrived migrants or persons granted international protection, and at least 24 months of adult-training experience in the last 48 months. The team must also include one Spanish-speaking, one French-speaking, one Turkish-speaking and one Arabic-speaking trainer. Each of them must have higher education, Estonian at least at B2 level, the relevant language at least at B2 level, at least 24 months of adult-training experience, and practical experience in the last 36 months of carrying out activities for people whose mother tongue is not Estonian. The team must further include one Dari-speaking, one Farsi-speaking and one Pashto-speaking trainer. Each of them must have higher education, the relevant language at least at B2 level, and at least 24 months of adult-training experience. They must also have practical experience in the last 36 months of carrying out activities for people whose mother tongue is not Estonian. The bid must include the project manager’s CV, the 10 trainers’ CVs with the required supporting documents, the forms required in Annex 2 and Annex 3, any required powers of attorney, the joint bidders’ power of attorney if applicable, and the offer description in Annex 8. The offer must comply with the tender documents, and conditional or alternative offers are not allowed.
