Compliance requirements
The tenderer must confirm that none of the exclusion grounds under the Public Procurement Act § 95(1) points 1–5 apply. A foreign tenderer must provide an equivalent certificate or extract from its home country showing the absence of those grounds, including a criminal record extract or equivalent document for points 1–3 and a certificate from the competent authority for point 4. The machine-readable notice also mentions a possible national restriction based on the tenderer’s place of establishment or residence; this must be checked in the tender documents.
Qualification criteria and exclusion grounds
The tenderer must prove that its total turnover for the last completed financial year was at least EUR 2,300,000. A foreign tenderer must provide a certificate from the competent authority in its country of establishment or an extract showing turnover for the last three years. If the last completed financial year is not yet publicly available, an extract from the relevant document showing compliance with the turnover requirement must be submitted.
To demonstrate technical and professional capability, the tenderer must provide details of at least one reference contract. The contract must have been properly performed or be in progress during the last 36 months and its subject must have included the supply, implementation and maintenance of parking software and parking hardware. The contract must include 24/7 maintenance service in an environment where an outage affects many users or uninterrupted service is critical. The service must cover round-the-clock fault reception and handling, specified response times, service restoration outside normal working hours, and operation during weekends and public holidays. At least one car park must be barrier-controlled.
The reference contract must cover at least 300 parking spaces and have a contract value of at least EUR 100,000 excluding VAT. The tenderer must also provide a confirmation, the client’s name, the subject of the contract, the performance period, the contract value, and the client contact person’s name and contact details. The tender documents also require a price table, test environment access data, training, and a confidentiality undertaking for access to an additional document.
