Compliance requirements
The tender documents set out the mandatory exclusion grounds based on final convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its management, supervisory or representation persons must not have such convictions within the last five years, unless the exclusion period has expired. If an exclusion ground applies, the bidder may present evidence of self-cleaning. The notice also refers to the possibility of remedying the situation where the law and the tender documents allow it. The machine-readable notice was truncated, so the full list of exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the official tender documents. The selected ESPD mainly shows exclusion grounds rather than separate requirements on turnover, experience, team composition or certificates. For bid compliance, the bidder must confirm that the bid meets the requirements in the tender documents and, where necessary, provide an explanation and evidence of equivalence. The bid price must be submitted in the required structure, and all required documents must be included with the bid, including the completed Annex 1 and the vehicle warranty terms.
