Compliance requirements
The machine-readable notice contains exclusion grounds for criminal organisation participation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If any of these grounds apply to the bidder, the bidder must answer accordingly and may need to provide details such as the conviction date, reason, convicted person, exclusion period, self-cleaning measures, and evidence if requested. The notice also states that self-cleaning may be possible in the cases provided for by law or if the contracting authority has allowed it in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last completed financial year, i.e. 2025, must be at least EUR 150,000. The bidder must confirm this in the ESPD, and the contracting authority may request an extract from the latest annual report or another supporting document.
The bidder must have performed at least 3 catering service contracts within the 36 months preceding the publication date of the contract notice. A list of these contracts must be provided, including the client’s name, contact details, contract value and, where applicable, the public procurement reference number.
When submitting the tender, the bidder must confirm that the tender complies with the conditions set out in the tender documents. Conditional tenders are not allowed.
The bidder must confirm that it has, or can use, sufficient premises, vehicles and kitchen equipment to perform the service in full. This must be completed in Appendix 1 Form 1.
A 14-day sample menu must be submitted with the tender, together with a list of ingredients needed for food preparation and a calorie calculation. This must be completed in Appendix 1 Form 2.
In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
