Compliance requirements

Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The average annual net turnover for the last three completed financial years must be at least EUR 100,000 for the period 1 January 2023 to 31 December 2025. If the bidder has been operating for less than three years, the arithmetic average net turnover related to construction works is calculated for the period of operation. If the bidder belongs to a group, consolidated turnover data are generally not accepted unless the bidder is the parent company itself or the parent company provides a signed confirmation allowing the use of financial resources. If the bidder relies on the resources of another company, a separate ESPD for that company and a signed confirmation from both parties on the use of resources and joint liability must be submitted. For technical capacity, the bidder must have performed at least 2 similar construction contracts as main contractor during the last 60 months. Similar works are construction of a publicly accessible village square, sports field, low ropes course, playground or other sports and leisure facility. The reference projects must have obtained a use permit. The bid must be submitted in the structure required by the tender documents, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be appointed and a joint-bid authorisation must be attached.
